Paris: Close highways, reduce congestion

Seems to be the lesson, over time, from this experiment, as noted by Yonah Freemark:
After fears that the closing of Paris’ Seine highway was causing increased traffic on surrounding streets, after an uptick traffic numbers on those roads have declined considerably over the past year.
