My guess is the UK.
I believe it’s in Brighton, the nearest thing the UK has to Vancouver, the place that UK people that dislike living in the UK prefer to live, and my former home town. I think this is near the Old Steine, not far from the seafront. I used to have to use this bike lane on my ride into work each day. It was not the craziest or worst, but I think this particular one may now have been fixed. There used to be a fine website called ‘the bike lanes of Brighton and Hove’ that had many such examples, some of which can still be found at http://freddio.ueuo.com/cyclelanes/index.html
East Dulwich, in London England. Entrance to the Sainsbury’s parking lot. Street view shows the same shot if you go back in time, but also shows that they have fixed it since. They fixed it by eliminating the bike lane, not by repositioning the bike lane.

Well spotted Jeff – it has been over 10 years since I cycled in Brighton and my memory has clearly grown weak! Can only be England – some London borough. I once saw a bike lane there that terminated in a two storey descending staircase.
